Ricardo Borges de Castro is the Adviser on Strategic Foresight to the European Political Strategy Centre, the European Commission’s in-house think tank.
At the EPSC he focuses mainly on global trends, strategic foresight and ‘anticipatory democracy.’ He is also the EPSC’s project leader for the European Strategy and Policy Analysis System (ESPAS), an EU inter- institutional collaboration that focuses on global trends and strategic foresight. Before joining the EPSC, he served as personal assistant and member of cabinet to José Manuel Barroso, President of the European Commission, as well as spokesperson for ‘Europe and the World’ at the Commission’s Spokespersons’ Planning and Coordination Unit.
Prior to joining the European Commission, he had served as Political Assistant to the Prime Minister of Portugal and as a Defence and Foreign Policy Adviser in the Portuguese Parliament.
He holds a DPhil (PhD) in International Relations from the University of Oxford. He speaks Portuguese, English, French, Spanish, and basic Turkish. He enjoys running.
